Preamble
[NP] Rules that shall not be grounds for protests by a boat. This changes RRS 60.1.
[SP]Rules for which a standard penalty may be applied by the race committee without
a hearing or a discretionary penalty applied by the International Jury with a hearing (This changes RRS A5.1 and completes RRS 60.5.b.3)
[DP] Rules for which the penalty is at the discretion of the International Jury

 

1. RULES
  • This regatta shall be governed by:
    • Rules as defined in the Racing Rules of Sailing (RRS) 2025 – 2028
    • Appendix B (Windsurfing Competition Rules)
    • WSSR (Windsurfing Slalom Racing Rules)
    • Appendix P (Special Procedures for Rule 42)
    • Appendix T (Arbitration)
    • Windsurfer Class Rules windsurferclass.com/class/class-rules/
  • RRS 40.1 applies for as long as the sailors are on the water.
  • In the event of a conflict between the Notice of Race and the Sailing Instructions, the RRS and subsequent Official Notices shall prevail (this modifies RRS 63.5.c.2). In case of conflict between languages, the English text will take precedence.
  • Verbal rules may be added by the Race Committee. They will be communicated during the daily briefing.
  • The provisions of the anti-doping regulations of World Sailing and the Federal Anti-Doping Act apply. Athletes who are suspended or banned because of doping, as well as support staff, are not permitted to take part in the event.

 

2. [DP] [NP] ADVERTISING & IDENTIFICATION
  • Competitor advertising shall comply with World Sailing Advertising Code, World Sailing Regulation 20.
  • Boats may be required to display advertising chosen and supplied by the Organizing Authority.

 

3. COMMUNICATIONS
  • The event official notice board will be online on windsurfer-ec2026.uycas.at
  • Communications to the competitors will be done by electronic. This means via WhatsApp message, an electronic notice board and website page. Competitors shall provide themselves with a device to obtain and read these communications. Any difficulty in receiving communications will not be eligible for redress. This changes RRS 62.1(a).
  • [NP] No printed documents will be supplied.
  • Any changes to the Event Program, to the Sailing Instructions and other announcements for competitors may be made up to 1 hour before the warning signal of the first race scheduled for the day.

Times are suggestions, a daily schedule will be published on the ONB On Sunday, May 31st, 2026, there will be no warning signal after 1500 hrs 

All social events will be listed on the event website windsurfer-ec2026.uycas.at in time. 

 

5. ELIGIBILITY AND ENTRY 
  • The event is reserved for WINDSURFER LT boards.
  • All competitors shall be in order with:
    • Competitors shall be members of an IWCA National Class Association or of the IWCA European Class Association or be a Member of their National Authority.
    • With entering and/or competing the event the competitor declares to have a third party insurance covering at least € 1,5 million including regatta risks, and a medical examination. On request both must be provided to the organizing authority.
    • For the minors: the minimum age is Year of birth 2015 or earlier. Underage competitors must submit the appropriate ‘Parental Consent Form’. The form must be signed at the bottom by the parent, guardian or support person who allows them to submit to the Rules (RRS 4.1.b) and who, during the event, takes responsibility for getting them on the water to race. This form will be available on-site or on-line on the event website.
    • Entries shall be submitted on-line. The online registration link is:

    • The late entries may be accepted, at the sole discretion of the Organizing Authority.

  • Competitors‘ entry fees include free access to the social events described as “included” in the event program. Social Events Tickets for guests will be available during the registration on site.
  • Entry fees will be collected by International Windsurfer Class Association IWCA A.s.d. through the International Windsurfing Association. Card payment during online registration is preferred.

  • No entry is valid unless paid.
  • The deadline for all entries is May 19th, to receive an individualized Lycra, entry including payment must be completed by April 26th

 

7. CANCELATION POLICY 
  • Entries may be reimbursed according to the following penalty options: 
    • Cancellation request received before April 26th 2026 = Full refund net of card fees (3 – 5%)
    • Cancellation request received between May 10th, 2026 = 50% reimbursement less card fees (3-5%)
    • Cancellation request received from May 20th, 2026 = NO reimbursement

 

8. SAILING INSTRUCTIONS (SI) 
  • The sailing instructions will be available on the online official notice board no later than at 18:00 the day before the first registration day. 

 

9. RACE FORMAT AND DISCIPLINES 
  • Each category in the championships will compete in a maximum of 10 races, with up to 2 discards:
    • Up to 8 Course Racing (each category competes separately; results can be discarded)
    • Up to 1 slalom (each category competes separately; result can be discarded unless the result is a DNC).
    • Up to 1 marathon (all categories race together; result can be discarded unless the result is a DNC).
  • Titles will be awarded if at least one race is completed.
  • Slalom cannot be the first race of the series. Slalom competitors of a category will be split into heats. Distribution in heats will be based on the provisional overall ranking before the slalom is held.
  • Freestyle. This format and discipline will not be included in the overall scoring of this championship. 

 

10. CATEGORIES AND RIBBON COLOR 

The following weight category divisions are provided for: 

  • Category A: Light weight – yellow ribbon
  • Category B: Medium weight – green ribbon
  • Category C: Medium heavy – weight red ribbon
  • Category D: Heavy weight – blue ribbon
  • Women light and medium – white ribbon

 

11. AGE GROUPS 
  • The age divisions are determined as follow:

  • Based on date of birth, each sailor can compete only for one age division. 

 

12. WEIGHT CATEGORY ALLOCATION (FLOATING SYSTEM): 
  • Male competitors will be divided into four weight categories (A-B-C-D) 
  • Female competitors will be divided into two subcategories (L-M) competing together.
  • If the number of competitors cannot be evenly divided by two/four, a random draw will determine which category will have one additional competitor.
  • If two competitors have the same weight, the younger athlete will be considered the lighter.
  • Before the start of the first race, a second weight in may be conducted for athletes close to category limits to verify their registered weight.
  • Late registrations will not affect category limits if at least one race has already been completed.

 

13. PROPULSION 
  • As per Class Rules, in Course Racing, Rule 42 shall apply only when competitors are sailing to windward or on a close-hauled course from 30 seconds after the starting signal (These changes RRS 42.1 and complete the RRS 42.3)
  • In according to Appendix P, the observers will be appointed by IJ.
  • One long sound signal may be made to indicate 30 seconds after the starting signal.
  • The RRS 42 shall not be applied in slalom and marathon events.

 

14. PENALTY SYSTEM 
  • The penalty system for breaches of the rules of Part 2 is a 360°board-only turn, in accordance with RRS 44.1.
  • RRS Appendix P2.1. First Penalty is changed to: “When a board is first penalized under rule P1.2 her penalty shall be a 360°-Turn”

 

15. EQUIPMENT & EQUIPMENT INSPECTION 
  • Equipment inspections may be made at any time during the event. 

 

16. CHANGE OF EQUIPMENT 
  • Equipment cannot be changed during the championship except in case of unintentional and beyond repair damage.
  • Any replacement must be authorized by the Technical Committee.
  • Juniors can use smaller WINDSURFER branded sails.

 

17. SAIL NUMBERS 
  • Sail numbers must be positioned as per Class Rules and shall be: 
    • of the same color (black or white) and with contrasting color to the body of the sail.
    • In ARIAL BLACK typeface (or a typeface with similar or better legibility).
  • Numbers shall be clearly legible when the sail is set, also against sun.
  • As per Class Rules, a Country Flag (240mm x 160mm) is optional.

 

18. COURSES AND COMPETITION AREA 
  • The KIA WINDSURFER EUROPEAN CHAMPIONSHIPS 2026 will be held at the Union-Yacht-Club Attersee located in Aufham 35, 4864 Attersee, Austria 
  • The racing will be at Lake Attersee as close as possible the Club. The racing area details will be indicated in the Sailing Instructions.

 

19. WIND LIMITS 
  • If the wind speed is less than 5 knots in the starting area at any time during the last minute prior to the starting signal, the start shall be abandoned.
  • Wind speeds shall be taken from the windbot on the ancored starting vessel.

 

20. CHARTER BOARDS 
  • The Class is actively exploring charter equipment options for the event. While availability cannot be guaranteed at this stage, discussions are ongoing with distributors to secure suitable charter opportunities. Competitors will be informed as soon as any confirmed options become available. Participants are advised to monitor official communications for updates.
  • Sailors coming from outside of Europe will have priority over European sailors.
  • To maximize the overall participation, IWCA encourage all the European Competitors, where possible, to come with their private boards or ask to their National Windsurfer Class Association to arrange private boards transportation.

 

21. SCORING SYSTEM 
  • Category Overall Results: sum of points obtained in up to 10 races (excluding up to 2 discards) and to include one slalom and one marathon event (where the marathon result shall be weighted accordingly in the overall score so as to be twice the value of a single course race).
    • Note: Neither the Marathon nor Slalom can be discarded if the result is a DNC in the associated race.
    • Course Racing: Points based on „minimum points“ (Appendix B RRS).
    • Discards: Up to 4 races completed -> no discards
    • From 5 to 7 races completed -> 1 discard
    • 8 or more races completed -> 2 discards
    • Marathon: Points based on „minimum points“ (Appendix B RRS) excluding competitors of other categories.
    • Slalom: Points based on category results according to final position in the last heat played. (Example: Final heat of 8 sailors will assign points from 1 to 8. Sailors eliminated in the 2 semifinals will receive the following points: 5th = 9 pts, 6th = 11 pts, 7th = 13 pts, 8th = 15 pts.)
    • Freestyle: will not be included in the Overall Score.
  • Age group results will be obtained by comparing the sum of net points obtained across the categories.

23. LOGISTIC 

[DP] Boards must be kept in their assigned places while they are in the area of the boat park allocated by the host club. 

 

24. SUPPORT BOATS [DP] 
  • Support boats shall register with the Organizing Authority prior to arrival online at the event website and will be required to comply with all local safety regulations and the Event Support Boat Regulations. Support boats must show their country code. Team support boats/coach boats shall complete registration form available online at the link of the Club and send it by email at the OA and pay 100,00 Euro for the registration. 
  • If called upon, support boats will be required to act as rescue boats.
  • [DP] [NP] When afloat, all persons on board of a support vessel shall wear a personal flotation device (PFD) and, as soon as their engine is running, drivers shall be connected with a kill-cord to their engine contact.

 

25. FUNDAMENTAL RULE 3 – RESPONSIBILITY 

Competitors are the only ones responsible for the decision to participate or to continue a race. The organization, the race committee and the jury decline all responsibility from damage to persons or material caused ashore or at sea, as a consequence of the participation in the regatta. Competitors will decide to go out at sea, to continue a race or to abandon, based on their capacity, the force of the wind, the sea conditions, the weather forecast and everything else that has to be considered by a good sailor. 

 

26. ENVIRONMENTAL RESPONSIBILITY 

Participants are encouraged to minimize any negative environmental impacts of the sport of sailing, before, during and after the event. Attention is drawn to RRS 47 – Disposal of waste – which states: “Competitors and support people must not deliberately throw waste into the water. The penalty for breaking this rule may be less than disqualification.“ 

 

27. PHOTOGRAPHS AND/OR TELEVISION RIGHTS 

Competitors give full rights and permission to the organization committee for use and broadcasting of photographs or videos of persons or boats during the event included but not limited to spots on television and all that can be used for editorial purposes, promotion or printed information. 

Liability, Images, Data:The clauses, that apply to all regattas

General

Competitors commit with their entry and/or participation to follow the Racing Rules of Sailing (RRS) 2025-2028, the rules of good seamanship and any other valid rules for this event as well as the regulations of the Austrian Sailing Federation and the legal standards and participate in the regatta entirely at their own risk in accordance with RRS 4 and accepting the Notice of Race and Sailing Instructions. The organizing authority, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused – ashore and afloat, for example those of crew, material and financial loss, as far as permitted by applicable law. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. In its entirety competitors agree to dispense with the assertion of claims for damages. The onus of presentation and the burden of proof in terms of the occurrence of damages is incumbent upon the competitors. The organizing authority excludes liability for lost property or damage caused by third parties as well as unpredictable or unusual damage.

 

Recordings in sound and vision

By registering and/or participating, all participating persons declare that they agree that pictures and sound recordings of them and their boats/material may be taken and used for media coverage of the event and for their – also future – application, as well as for promoting the purposes of the organizing clubs may be published indefinitely. 

 

Data

By registering and / or participating, all participants declare that they agree that the personal data they provide may be stored, used and passed on to higher-level sports organizations in the context of the organizational implementation of the event.

 

Minors

For underage competitors it is assumed parental consent by their legal representative has been given.

 

Other

The organisation of the event begins well in advance. Refunds of entry fee and travel expenses will not be provided. In exceptional cases(parts of)the entry fee(amounting to saved expenses) might be refunded -not in cases of force majeure.

Changes of the Notice of Race or other rules (eg sailing instructions) remain reserved, but will be announced in time.

All prizes (especially property and memory prizes) expire, if they are not taken during the prize giving ceremony. 

The law of the Republic of Austria applies to questions that are not subject to the autonomy of the sport (association). The place of jurisdiction is the locally and factually competent court for Attersee am Attersee.

Worth knowing for our guests

Registration

The facilities of UYCAs are free available for guests which are registered for a regatta in the UYCAs for three days before and three days after the regatta (trailer and boat). For a longer duration of stay please ask and register in the office (sekretariat@uycas.at), this is only in exceptional cases possible.
If you arrive prior to the event please inform us obligatory that our harbormasters are available with the key for the gate and crane.

 

Youth accommodation

In the youth accommodation of UYCAs are limited places. Registration is required before closing date for the event. At registration in the office we ask for the payment of € 20,- per night for teenagers (€ 30,- per night for adults) for bedlinen, shower and cleaning.

 

Camping

For regatta guests arriving by camper, caravan or tent there is a campsite within walking distance from the club. This official camping area (www.wimroither-muehle.at) is about 500 m from the club. We reservated a contingent for competitors of the europeans.

 

Children´s playground

A children´s playground and a beach volleyball court exists in the UYCAs area.

 

Adequat clothing

We kindly ask our guests to not visit the restaurant and terrace in swimwear.

 

Registration fee

If possible please transfer the registration fee till closing date to our bank account. On site we prefer payments with debit card, payments are also possible in cash.

One week before the event you´ll get an E-Mail from the office, in which you´ll find all important informations for the event. Please read this E-Mail thoughtfully.

Arrival

The best way to reach the Union-Yacht-Club Attersee is via A1 motorway. Leave A1 at exit “St. Georgen im Attergau”. At the end of the motorway´s exit turn left to direction „Attersee“. Follow the road until you are in the village of Attersee and turn right at the T-crossing in Attersee to direction “Unterach am Attersee”. About 1 km later, you reach UYCAs. There is a pedestrian crossing in front of the club.

 

Site map

In the information E-Mail we´ll send you a code for our gates. You can open the gate to the parking area and the „Tor Süd“ (situated shore-based on the right side of the street).
Through the „Tor Süd“ you´ll come to the trailer parking area and to the rigging ladder. Please prepare everything there before you move to the berth or to the crane.
For an organised flow of the event please park your trailer and car at the provided parking areas.
